25% of households in the UK lack a full time worker

The Telegraph reports that the Conservatives have published figures stating that 4.66 million households in the UK do not contain an adult working full   time. This does not include households where both adults are retired and living on a pension, these would be in addition. This means that around 11 million people live in households where no one works full time. In some areas of England such as parts of Liverpool, Hull, and Rochdale, the   majority of households had no full-time workers.

Is this significant? The report does not suggest the reasons why the families do not include a full-time worker. The figures also include student households where all household members are studying. It would be interesting to know what proportion of households below pensionable age have no adults working either full or part time, because a number of households could have a number of members working part-time and this would not be represented.
